为了保护人们免受二手烟的侵害，近日，天津、重庆、沈阳、哈尔滨、南昌、兰州、深圳等七座城市的副市长在“无烟环境促进项目”启动会上公开承诺：制定、修改地方“室内公共场所和工作场所禁止吸烟”法规，推动《烟草控制框架公约》履约进程，确保医疗、教育机构、行政办公场所、公共交通工具及室内等候室、售票厅等实现百分之百无烟环境。

“This project would create strict legislation to guarantee 100-percent smoke-free public venues and workplaces and figure out a feasible and forceful working mechanism to enforce the smoking ban,” said Wang Yu, director of China CDC at the project launch Friday.

周五在该项目的启动会上，中国疾病预防控制中心主任王宇说：“这一项目将制定严格法规，保证在公共场合和工作场所实现百分之百无烟，并制定出一个可行、有力的工作机制来保证禁烟令的实施。”

“Only with the support of the pilot cities’ municipal governments and legislatures can the people there finally enjoy smoke-free environments,” he noted.

他指出：“只有在试点城市政府以及法规的支持下，人们才能最终享受到无烟环境。”

在上面的报道中，smoke-free environment就是“无烟环境”。我们在有些公共场所可以看到NO SMOKING的牌子，这类场所就属于no-smoking area（无烟区）。不过，smoke-free也不一定跟吸烟有关，例如smoke-free chicken wings（无烟鸡翅）就是用无烟的方式烤出的鸡翅，没有烟熏味。这里的后缀free表示“无……的”，“免除……的”。例如：disease-free（无病的），duty-free（免税的），worry-free（无忧无虑的）。

中国是big country in tobacco production and consumption（烟草大国），约有3亿smoker（烟民），其中有些还是heavy smoker（重烟民）或chain smoker，smoking addiction（烟瘾）大到无法自拔。这些烟民不但严重危害了自身健康，还对被动吸second-hand smoke（二手烟）的人的身体造成了危害，为此建立smoke-free environment（无烟环境）变得非常重要。现在还有World No-Tobacco Day（世界无烟日），号召人们远离烟草，珍爱生命。08年北京政府就曾承诺要实现smoke-free Olympics（无烟奥运）。
