透支信用卡可缓解燃眉之急，可是一些人却恶意透支信用卡，从而触犯了法律。近日，“两高”对“恶意透支”的认定进行了司法解释，今后信用卡“恶意透支”将被追究刑事责任。

Card users could be charged for "malicious overdraft", which means someone intentionally overdrafts and delays payment three months after the second notice from the bank arrives.

今后，信用卡使用者“恶意透支”将被指控，“恶意透支”被界定为故意透支并在银行两次催款三个月后仍未还款者。

文中的malicious overdraft就是指“恶意透支”。今后，进行credit card fraud（信用卡诈骗）的fraudster（诈骗者）将受到法律惩罚，严重者将被判life imprisonment（无期徒刑）。如果cardholder（持卡者）主动归还透支款项，法庭将consider a light punishment（从轻处罚）。此外，违规进行cash out（套现）也会受到严惩。

在核发信用卡时，发卡银行会审核申请者的overdraft limit（透支额度）。而debit card（借记卡）则不具备透支功能。商家会为一些客户办理.preferential card（优惠卡）来鼓励消费。如今，消费者还常使用online banking（网上银行）和telephone banking（电话银行）系统来办理业务。
