目前，几大运营商均执行工信部发布的规定：同一条短信，非节假日每小时不得超200条，节假日不得超出500条。另外，每天不得超出1000条，节假日每天不得超出2000条。即便是春节，该规定也不会变动。

在上面的报道中，mass texting就是“群发短信”，现在的手机基本都有群发短信的功能。Mass的意思是“大量的，大批的，大规模的”。例如：mass unemployment（大批失业），mass arrests（大规模逮捕），mass media（大众传媒）。

国内有illicit messages（非法短信）、junk/spam messages（垃圾短信）、pornographic text messages（色情/黄色短信）等问题，国外的青少年中也存在让人头疼的sexting（性短信）。现在手机技术不断进步，除了发送一般的文字短信，还可以发送multimedia message（彩信）。
