在上面的报道中，public diplomacy就是“公共外交”。公共外交是指一国政府对国外民众的外交形式，它的活动手段包括文化交流项目、国际广播和互联网等，其主要表达形式是信息和语言。Diplomacy不仅可以表示“外交”，还可以指“（处理人际关系等的）手腕，手段，圆滑，婉转，得体”。例如：He exhibited remarkable diplomacy by not pointing out her mistakes.（他不指出她的缺点，显得非常圆滑。）

从事外交事务的官员为diplomatic officer（外交官），外交官有在国内工作的官员，也包括国外的ambassador（大使）、counselor（参赞）等。外交官享有diplomatic immunity（外交豁免权）。其他不享有外交豁免权的外交人员还有consul（领事）。一个优秀的外交官必须懂得使用diplomatic parlance（外交辞令）。
