朝鲜25日宣布对韩国的八项措施，称将从现在开始全面冻结朝韩关系，废除朝韩互不侵犯协议，全面停止朝韩合作。韩国统一部发言人26日表示，韩国政府将毫不动摇地断然应对朝鲜宣布的“冻结关系”等威胁，并将严格执行韩国政府此前宣布的对朝措施。

在上面的报道中，psychological warfare即“心理战”。韩国方面采取的心理战术包括launch propaganda leaflets（散发传单），install dozens of propaganda loudspeakers and towering electronic billboards（安装高音喇叭和电子显示屏）等，意图通过这些方式让朝鲜人民了解两国的政经形势以及外面的世界。

此前，朝鲜宣布将totally freeze the inter-Korean relations（全面冻结朝韩关系），abrogate the agreement on non-aggression between the two sides（废除朝韩互不侵犯协议），和韩国sever all the relations（断绝一切关系），并completely halt inter-Korean cooperation（全面中止朝韩合作）。
