9月3日至8日，中共中央政治局常委、中央纪委书记贺国强先后到黑龙江省大兴安岭、黑河、佳木斯、哈尔滨等地进行调研。他要求黑龙江各级党委、政府把加快经济发展方式转变、保持经济平稳较快发展与振兴老工业基地有机结合起来，切实做到在转变中加快发展、在发展中加快转变。

在上面的报道中，leapfrog development就是“跨越式发展”。leapfrog一词的原义是“跳背游戏”，在这里是比喻用法。我们在形容迅猛发展时也常用develop by leaps and bounds（突飞猛进地发展）这个表达。

要实现“跨越式发展”，就需要把speed up the transformation of the economic growth pattern（加快经济发展方式转变）, maintain a stable and relatively rapid development（保持经济平稳较快发展） 以及 rejuvenate the old industrial base（振兴老工业基地）这三项工作有机结合起来。

有的领域适合突进式发展，而有些领域则适合progressive development（渐进式发展），关键是要坚持Scientific Outlook on Development（科学发展观），实现sound and fast development（又好又快发展）。
