随着大量农村劳动力转移到城镇，农民工健康越来越受到社会的关注。从今年起，卫生部将在29个省（区、市）的65个县（市、区）开展农民工健康关爱工程项目试点，切实保障广大农民工的身体健康。

The Ministry of Health will offer free psychological counseling to at least 80 percent of migrant workers in 65 counties and cities as part of a pilot project that kicks off this year, the People's Daily reported on Sunday.

在上面的报道中，psychological counseling指的是“心理咨询”，包括psychological assistance（心理援助）和psychological reconstruction（心理重构）等具体表现形式。Counsel在这里的意思是“咨询，辅导”。看一下例子：His job is to counsel students on how to choose a career.（他的工作是辅导学生就业。）也可以作不及物动词用，例如：She counseled with her husband about the problem.（她同丈夫商量了这个问题。）

近年来labor disputes（劳资纠纷）、wage arrears（工资拖欠）等问题困扰着农民工，而他们的心理问题也日益成为关注的焦点。卫生部要求为农民工set up health database（建立健康档案），并将在pilot areas（试点地区）发起对occupational diseases（职业病）的研究。
