为确保粮食安全，安徽省政府正开展土地整治活动，以补充耕地面积，扩大粮食生产。据了解，通过土地整理和宅基地置换，合肥官亭镇村庄占地率从10.6%下降到2.8%。目前中国多个省份正在通过实施农村土地整治工程，盘活农村的荒地，力保耕地和粮食安全。

在上面的报道中，land consolidation的意思是“土地整治”，是为改变地块零散、插花状况，改良土地，提高土地利用率、生产率、劳动生产率和改善环境，而采取的一整套合理组织土地利用、调整土地权属的综合措施。Consolidation在这里是“整合”的意思。

土地整治活动的目的是为了扩大grain production capacity（粮食生产能力），保证national grain security（国家粮食安全）。为了保障国家粮食生产，国家制定了保护农民利益的政策，例如提高crops' minimum purchase prices（粮食最低收购价）等。
