在深圳特区成立30周年之际，国务院公布了关于《深圳市城市总体规划(2010-2020)》的批复，表示未来十年深圳城市性质定位将由华南地区中心城市转为全国经济中心城市，并将成为继北京、上海之后的第三个国际化城市。

国务院于上周三发布通知，表示深圳将发展成为“全国经济中心”，同时成为汇聚文化、经济和技术交流的“国际化城市”。

上面报道中的a city of global clout就是深圳在未来十年的发展目标之一，即“国际化城市”。A national economic center（全国经济中心）和a city of global clout（国际化城市）就是我国在未来十年内对深圳的reclassification（重新定位），也是深圳市在urban development plan（城市总体规划）中提出的目标。此前，深圳的定位一直都是the central city in southern China（华南地区中心城市）。

在未来十年的总体规划中，深圳还提出要将the built-up area（用地规模）控制在890平方公里，同时capping the permanent population at 11 million（将常住人口规模控制在1100万以内），把城市建设成为sustainable and environment-friendly habitat（可持续发展并且环保的城市）。
