工业和信息化部8日低调公布了一份名单，要求在9月30日前关闭名单上的2087家钢铁厂、水泥厂和其他能源密集型工厂。工信部在其网站上发表声明说，未按规定限期淘汰落后产能的企业，将得不到新增用地和生产许可等。工信部甚至警告，必要时对这些企业停止供电。

工信部最近要求2000多家企业在2个月内关闭其下属的高耗能老厂，违者将面临减少贷款额及吊销生产许可等处罚。

上面的报道中，obsolete energy-consuming production facilities就是指“高耗能老厂”，也可以用outdated energy-intensive factories来表示。据悉，此次关闭的工厂涉及18个行业，主要是为了改善目前highly polluting（高污染）、highly energy-wasting（高能耗）但是low productivity（低产出）这样crude and quantitative mode of economic growth（粗放型的经济增长模式），从而提高energy efficiency（能效）。
