8月2日，国家文物局局长单霁翔在人民网做“文化遗产：让生活更美好”的演讲时指出，国内一些城市建设与发展中存在大拆大建、盲目效仿、浪费资源等八大误区。他认为目前旧城改造存在的问题是把千百年积淀的深厚文化底蕴的旧城，仅仅定位于改造的对象，而没有强调它需要保护、需要有机更新的一面。

在上面的报道中，blind reconstruction指的就是“盲目改造”。Reconstruction一词的意思是“重建，改造，复原”。看一下例子：The reconstruction of the Town Hall is scheduled to start next month.（市政厅的重建计划于下月开始。）目前，玉树地震灾区的post-disaster reconstruction（灾后重建）也在进行当中。

如今在许多城市都存在building redundant project（重复建设）现象，对资源和环境都造成很大破坏。部分地区还存在很严重的over-building（过度开发）和under-using（使用不足）并存的情况。这些都是跟overheated property market（房地产市场过热）紧密相关的。
