在上面的报道中，fertility rate即“生育率”，是指不同时期、不同地区women of child-bearing age（育龄妇女）实际生育水平或生育子女的数量，是总出生数与相应人口中育龄妇女人数之间的比例。Fertility是“生育力、繁殖力”的意思，其反义词是sterility，意即“不孕、不育”。

人口状况是影响国家发展的重要一环，特定时期的人口结构可能产生demographic dividend（人口红利），促进经济发展。人口过多会造成资源紧张，阻碍经济发展，但是生育率过低也会导致aging of population（人口老龄化）等，一系列side effect（副作用），可能对经济发展产生阻碍。在过去三十年间，我国严格执行计划生育政策，extra births（超生人口）一律征收social compensation fees（社会抚养费）。
